Universe downloaded video is larger/longer than the requested video

Example: 
A requested for 10 seconds of video has been made, Universe displays this 10 seconds accurately, but the downloaded version is 25 seconds long. 

As the video is recorded it's saved in a compressed format with set keyframes (starting points) breaking apart larger segments into sections. 
When a request is made it asks the server for the compressed section/s that contain the user requested timeframe, but it must start from a keyframe. 
This keyframe may be 0-20 seconds prior to the requested video start time. 
Universe then uses some smarts to show only the user requested video.
